Man Arrested For Impersonating Police Says He's Depressed

(New Castle County, DE) -- A man who was arrested last week for impersonating a police officer says he was feeling depressed. Shane Windell told police that wearing a tactical vest and pretending to be a trooper helped calm him down. Windell added that he frequently wore tactical vests in his car or in his apartment because he has bipolar disorder. He also admitted to making false fire calls. Detectives believe he may have had contact with other people while impersonating a police officer. Anyone who may have interacted with him is encouraged to call police.
